Establishing the new population and employment projections is one of the  early steps in the 2006 update of the Collin County Mobility Plan. Year 2007 was selected as the Base Year and projections were developed for the Interim Year 2015 and Design Year 2030.  In addition, an Ultimate Build-Out scenario was also developed.

 

A variety of data (including available population and employment projections, aerial imagery, transportation survey zones, and existing and future land use plans) from a number of sources, including the North Texas Council of Governments (NCTCOG) and the individual municipalities, was used to develop the population and employment projections.

 

Future Land Use Plans (FLUPs) from various cities and 2007 demographic projections from NCTCOG were used to develop the population and employment estimates for 2007. Thereafter, the comprehensive plans, FLUPs, general planning assumptions, and growth patterns were applied to determine the 2015, 2030 and Build-Out projections for population and employment.

 

It is important to note that the boundaries of Transportation Survey Zones (TSZs) rarely follow city limits, so it was necessary to assign TSZs to a city that comprises the dominant portion of each TSZ. These combinations of TSZs are referred to as "City Areas" for purposes of this analysis. The boundaries of the City Areas are shown on the City Area map.  City Areas do not equate to the incorporated area of a municipality.  Out of the 453 total TSZs within Collin County, 438 were assigned to one of the City Areas and 15 were assigned to the remaining unincorporated county area.  Four cities (Carrollton, Garland, New Hope and Van Alstyne) that have small portions of their incorporated area within Collin County were not assigned any TSZs.  The combination of TSZs in a City Area encompasses more or less area than is actually within that city's corporate limits. Consequently,  the total population and employment projections for the city areas is either higher or lower that the totals for the actual incorporated area.
